Records of the Office of Strategic Services (OSS)

OSS は第二次大戦期に設置された米国の諜報機関で、CIA の前身です。

OSSが設置される前は情報機関は国務省、財務省、陸・海軍それぞれに随時

おかれていました。有名な陸軍の SIS（通称 Arlington Hall）や”OP-20-G”な

ど陸・海軍は独自の暗号解読部署を持っていましたが、自分たちだけの情報努

力で非能率なものでした。かつて国務省にもヤードレーが指導した暗号解読機

関｢軍事情報第 8 課 MI8｣がありましたが、1929 年、国務長官スティムソンによ

って廃止されていました。第 2 次大戦に参戦後、米国にも情報機関が必要と認

識した大統領ローズヴェルトは、第 1 次大戦で勲功があり著名な弁護士であるド

ノヴァンに情報機関の組織計画を作らせます。

1941 年 7 月に新設された情報調整局 (COI) をひきついで 1942 年 6 月発足した戦略情報局 OSS は､

｢戦略情報の収集、分析および特務活動の計画と運営｣を担って世界各地で広範に活動していました。情報作

業に学究的分析のテクニックを用いた先き駆けでもありました。戦略情報局や国務省の諜報・調査活動によっ

て収集・分析された情報は､ 最高機密として米国の政策決定の上で最重要視されてきました｡戦後日本はどう

あるべきか、米国は戦後世界の構想をどのようなものと考えていたか、OSS資料は戦後史研究の上でも貴重な

資料です。

終戦直後の 1945 年 10 月 OSS は解散され、秘密情報機関と分析部門は国務省と陸軍省とで分割されます。

国務省には”Research & Analysis Branch”が移され、Alfred McCormack を責任者に”Interim Research

and Intelligence Service (IRIS)” として再編されます。陸軍省は Secret Intelligence (SI) 、

Counter-Espionage (X-2)を引き継ぎ、Strategic Services Unit (SSU)として設置、またドノヴァンの下で副

長官をつとめた John Magruder 准将を解散整理の責任者に当て、OSS の秘密諜報活動を管理させます。

1946 年 1 月トルーマン大統領は Central Intelligence Group (CIG) を設置、これがＣＩＡの直接の前身機

関となります。SSU の財産は 1946 年中ごろ CIG に移管され Office of Special Operations (OSO) として再

編されます。

冷戦とともに軍備強化が要請されるといった状況の下で米国政府は国防・情報機構を再編し、1947 年 9 月

国家安全保障会議 (NSC) の設置とあわせて、秘密情報機関と分析部門を統合した中央情報局 (CIA) が

これまでの OSS の機能を受け継いだ後継機関として設置されました。

本マイクロ資料集は､ 第二次大戦から冷戦時にいたる OSS が収集した世界各国の政治・軍事・経済・社会

情勢についての情報、軍人､ 歴史家その他の国際関係や地域研究の専門家グループによる情勢分析･評価

などの重要資料を集成したものです｡ OSS 調査分析部から国務省に送られ国務省の占領政策、対日政策の

策定に利用された資料、また OSS 解散時に国務省に移管された資料などが含まれます。例えば Part 1 の「第

2 次大戦期日本関係」には「日本の戦略的概観」（1942 年 2 月 28 日）報告書（378 ㌻）があります。Part 3 の

「中国・インド関係」には「中国概観」（1943 年 6 月 19 日）報告書（281 ㌻）があります。いずれも OSS が百科全

書的に各国を分析した成果で、当時の各国状況を把握できます。本コレクションは 3774 点にのぼるリポートを

収め、これらは国務省編刊の外交文書集その他の刊行物には収録されないもので､ 本マイクロ資料集ではじ

めて公開されるものです｡

第二次大戦下では軍事作戦におとらず諜報活動が重視されました。米国の参戦半年後、戦略情報局（OSS）

部局の FNB は、米国内の民族グル―プから母国の政治傾向や政治状況の情報を収集していました。FNB は

諜報のために米国内の民族の多様性を組織的に利用した最初の機関といえます。機密解除された本資料集

は、亡命政府や亡命政治指導者、抵抗運動、民族社会内の論争、米国内の外国語報道機関の戦時活動など、

移民社会の多様な問題をとりあげており、また戦略情報局による国内監視活動も明らかにしています。その対

象には 28 ものヨ―ロッパ系および地中海系の民族グル―プのほか、労働者組織、共産主義活動、学生運動、

黒人運動、宗教団体にまでおよびます。本資料集は、米国諜報活動の歴史だけでなく、アメリカ国内の少数派

民族グル―プについても極めて重要な情報を収めており、これら移民、エスニック・グル―プの研究にとって高

い価値を内包した資料です。

1947 年 10 月成立の国家安全保障法によって設置された CIA は､ 外国に関する生の情報の分析と、国家安全

保障会議 (NSC) の定める情報機能を遂行する責任をもって､ 強力な権限を駆使して国家の安全保障に関する

あらゆる部面を調査し､ その結果は､ CIA の内部利用､ また大統領や国家安全保障会議への提出資料､ 報告

現代におけるマスコミの発達を背景に、軍事作戦に併行して、あるいは戦闘の発動を待たずに、相手国の民

衆の意識に働きかけて強迫観念を作り出したり、敵国の戦闘意欲を減退させた

りするいわゆる宣伝戦は、第二次大戦下で大いに効果を発揮しました。ナチ

ス・ドイツではゲッベルスの啓蒙宣伝省、英国では情報省(MOI)、放送協会

(BBC)がこうした心理戦争に携わり、米国では戦時情報局(OWI)がそのために

設置されました。

OWI は第二次大戦のプロパガンダ(宣伝)・情報管理担当の専門部局として

政府の戦時情報プログラムを調整する目的で、1942 年 6 月 13 日付大統領行

政命令によって設置されています。ラジオ・ニュースの解説者として、また“ニュ

ーヨーク・タイムズ”紙の記者として広く知られたディビス(Elmer Davis) が

OWI 創設と同時に局長に任命されました。OWI の職務として、①国内に向け

ては遠征軍前線からの戦闘経過情報を管理し、政府の方針・目的について広

報する、②国外に対しては宣伝戦を行うこととされ、政府機関によって提供され

る映画・ラジオ放送を検閲・認可し、連合国各情報機関間の連絡・調整にあた

りました。国外でのプロパガンダ活動は当初 OSS（CIA の前身）と分担していま

したが 1943 年 3 月 9 日以降は OWI の専管とされました。OWI は 1945 年

12 月 31 日廃止され、国務省広報局(United States Information Agency

=USIA)に引き継がれます。

本記録の第１部は、第二次大戦を通して OWI 局長の任にあった E.デービス

の公務ファイルです。政府機関、議会、大統領、軍の間での情報戦略についての議論の衝突、市民の戦争協

力意識を育成する問題、軍隊内

での黒人・マイノリティの社会的平等、日系米国人の徴兵、枢軸国側に向けたラジオ・プロパガンダの調整、戦

時食糧配給制の受容などの問題についての貴重な資料が収められています。

第２部は海外へのプロパガンダ計画関係資料です。敵国の戦闘士気を弱め戦後の親アメリカの風潮を育成

する目的での宣伝戦指令が出されています。

こうした指令・計画には、①世界各地に配置されているすべての OWI 事務所に週単位で発令される計画に

はラジオ放送・リーフレット・新聞を使ってのもの、②敵に対してあるいは中立国に対して焦点を定めた地域別

指示が週単位で出されるが、目標地域の特性に合わせて手段・方法が計画されるもの、③事態発生に対応し

てとられる特別指示、④戦後アメリカの宣伝機構づくりをめざした、中国、フィリピン、レバノン、インドなどの重

要となる国々における長期計画に基づく指示などがあり、第二次世界大戦下アメリカの社会状況、世界政策の

展開を探るうえで得難い資料です。

第二次大戦史・現代史研究にとって、またアメリカ政治研究、メディア、言論・社会分析の研究者にとって貴

日本軍の南進を予測したアメリカは日米開戦の５ヵ月前､ 在比アメリカ軍を再編成してマッカーサーを司令官

サーはコレヒドールを脱出後､ メルボルンで南西太平洋方面連合軍(Southwest Pacific Area-Allied=

SWPA, 1942.4－1945.9) を編成し反攻作戦を展開します｡ 米海軍による沖縄戦の最中､ 米陸軍は太平洋

米国陸軍 (US Army Forces, Pacific = AFPAC, 1945.4－1946.12)を創設して日本本土進攻作戦を準備し

マッカーサー指揮下の南西太平洋方面連合軍総司令部(SWPA-GHQ)では、前線で捕獲した日本軍の文

書を解読、翻訳し作戦資料とするため、1942 年 ATIS を創設。ATIS の情報収集は広範囲にわたり、日本軍の

命令書、暗号書などから、私信、俸給表までもが集められていました。日本降伏後、ATIS も進駐し、日本側情

報機関の接収、民間通信の検閲、戦犯尋問、参考人聴取に当り、さらに膨大な文書・印刷物を接収し、極東裁

判での検証に必要な記録類も押収します。ATIS が 1945 年 11 月までにワシントンに送達した文書類は 6 万

点にのぼるといわれます。本資料集は対日戦遂行と占領政策に重要な役割を果たした ATIS の活動を明らか

にするもので、プランゲ文庫を中心に NARA 軍事関係資料やマッカーサー・アーカイブズ資料で補完した重

要資料集です。
