You know that the threats were made. You saw them, you saw the pictures, you know the student. There cannot be any doubt in your mind that the threats were made. If this is the case, the student should not be allowed back to your university.

The only issue would be if someone had hacked the account. Innocent until proven guilty is fine by me. But the initial reaction was a terrible mistake.

There's no excuse which means you should think that readmitting this person is safe or reasonable. The police action is irrelevant. Will you just ignore it if the police give them a caution? Take responsibility for the people under your charge, and your institution's reputation.
